2010 Season Info
The board of directors had our annual meeting in December and during our meeting we discussed several items at length. Some items have been discussed over the past few years and some items/issues were brought to our attention this past season. We feel that we have addressed the items/issues sufficient to make our league even better than it already is.
Please read entire News Item for 2010 Information
The following items were discussed and agreed upon:
(NOTE: Answers for why changes were made are included)
--Registration for returning NSCSL teams will open on Monday February 1st at 8am
--Registration for new teams will open on Monday February 8th at 8am
--Cost for Summer - $650.00 (Includes 20 guaranteed games, softballs, score book, USSSA Registration)
Why has the cost increased?
Over the past few seasons, several costs for the league have increased including field usage fees, umpire fees, softball fees, along with other items. Each year the league tries its very best to hold the team costs to a minimum, and has not had a price increase in a number of years, but with the reality of the increased costs incurred by the league we must adequately adjust our fees to continue to run the league properly. $655.00 is a comparable cost to most other city/bar leagues in our area in where there are typically less games, no playoffs, as well as other factors that come no where near the quality of the NSCSL.
--Early payment discount: $25.00
--Early payment discount date: Monday March 15th (Postmarked) This will be strictly enforced
--$100 discount for teams that either won their regular season or their playoff tournament (For 2009 teams only)
(NOTE: This will be reviewed before the start of the 2010 season)

RULE CHANGES for 2010 (Changes will be reflected in the league rules on the website before the start of the season)
The main focus of the board was to speed games and decrease the number of games that were not being completed. We also focused on eliminating the revert rule and creating solutions to decrease the number of ties. Thus the board has made the following changes:
--Adopt the USSSA mandate to use a 12" optic yellow .40cor / 325 compression softball (Brand TBD)
--Remove the courtesy foul ball. There will be a strict 3-2 count.
This change will eliminate unnecessary time chasing down foul balls and encourage batters to simply put the ball in play.
--Remove the 65 minute time limit, in where:
a. No new inning shall start 55 minutes after start of a game (same)
a1. Games will be strongly encouraged to start on time.
b. The game will be complete at the end of the inning in where the 55 minute limit occurs OR after seven (7) complete innings.
c. If a score is tied at the end of seven (7) innings, additional complete innings may be played, as long as each inning can start before 55 minutes.
d. 12 run rule and flip will will remain in effect
--Remove the revert rule (for ties)
--Implement a point system, in where:
a. Each game is worth 2 points. 2 points for a win and 1 point for a tie (Each team)
b. Standing will be determined by total number of points
c. Tie breakers will be determined by:
c1. head to head points/record
c2. total runs scored
c3. total runs against
c4. coin flip
POST SEASON CHANGES - Regular season rule changes will apply in post season play with these exceptions:
--No post season game can end in a tie
--International Run Rule
If a post season game is tied at the end of seven (7) innings or the end of an inning where the 55 minute rule is in effect:
a. The extra inning will start immediately
b. The away team will bat first (with where they left off
c. The away team will start the inning by placing a runner on second base
d. The away team will start the inning with one (1) out
e. The away team will score as many runs as able until three (3) outs have occurred
f. The teams will promptly change positions
g. The home team will do the same as the away team in items (b,c, d, e)
h. Teams will continue (a-g) until the score is NOT tied at the completion of each extra inning
